Notice it was Public Law 380, not too far off from 38, which amended the Act of 1938, emphasis on '38, that officially made November 11 known as 'Veterans Day'.

As you know, D.C. is located on the 38th Parallel, the nation's killing department.

And the detail about the 83rd Congress is no accident either.
